2008年舉行第二次「江陳會」前，警方對集會遊行抗議民眾執行維安工作，而有侵害人民基本人權之疑慮，所引發抗議戒嚴時代的遺物《集會遊行法》對集會自由的種種限制。在台北的中正紀念堂前由學生為主展開了長期的抗議運動。在高雄同時有一群學生在城市光廊靜坐，呼應在台北的這場活動，呼籲政府正視修改集會遊行法的迫切性及政府侵犯遊行民眾人權之事實。城市光廊英文名為Urban Spotlight，全長約150公尺，城市光廊充分的將藝術與生活做完美的結合，城市光廊由9位高雄當地藝術家合作規劃，以「光」為主題所創作出一系列的作品，包括以公車亭、紅綠燈、電氣箱及垃圾桶等街道設備為主題進行設計，每件藝術創作都各有特色與深遠的意涵。城市光廊『實光虛影，美麗重現』，絢爛的燈光，伴著音樂、咖啡香，城市光廊已成為高雄著名地標。

The Wild Strawberries Movement emerged in 2008 before the second meeting between Chen Yunlin, president of the People's Republic of China Association for Relations Across the Taiwan Straits and Chiang Pin-kung, chairman of Taiwan’s Straits Exchange Foundation. Police action against the protestors infringed basic human rights, and led to further protests against the restrictions imposed by the Assembly and Parade Act.At the Chiang Kai-shek Memorial Hall in Taipei, students began a lengthy protest.
At the same time in Kaohsiung, a group of students staged a sit-in at the Urban Spotlight in support of the Taipei protests, calling on the government to revise the Assembly and Parade Act and to protect the right to protest from government violation.Urban Spotlight is 150 meters in length, and brings art and everyday life together.It is a series of art centered on the theme of “light” produced by nine local artists.The work includes street furniture such as bus shelters, traffic lights, electrical boxes, and trashcans. Each artistic creation has its own characteristics and meaning.Urban Spotlight uses a combination of light and shadows to stunning effect. The gorgeous lighting accompanied by the sound of music and the smell of coffee has made Urban Spotlight a famous landmark.
